The Repton Parish Council notes the ‘Design and Safety Justification’ document submitted in support of Planning Application DMPA/2026/0491.
However, whilst showing details of the interior of the pavilion it does not provide details of the exterior sufficient for the Council to comment (point 1 below). In particular the coloured drawing in the document (Page 6) shows an eating area on the top of the pavilion. A plan and drawings of the changes to the spectator stand and the area round it is still not available to us to make reasoned comments on. The document does not also, we feel adequately, address point 2 below.
Repton Parish Council is still unfortunately limited in its ability to respond to this application because –
1. The documents on the planning portal, available to us, do not seem to contain a revised plan of the exterior of the pavilion nor details of the seating on the adjacent bank.
2. There is no document defining the proposed changes and the implication of these changes on the proposal and define the changes they involve in other supporting documents submitted under Planning Application DMPA/2023/0700.
In particular the removal of the roofing over the tiered seating is not discussed and its impact on the spectator’s weather protection and its ability to restrict access to the PV panels (safety concern) is not covered (Design, Access and Heritage Statement in DMPA/2023/0700).
It is also noted that the direct access from the parking area forming part of the Design Statement is not supportable in this revised proposal.
The provision of seating in and on the banking next to the pavilion seating should have led to a review of the potential traffic, parking and the marshalling requirements together with the extra dining arrangement.
Whilst the Padel Court changes seem beneficial, the need for independent acceptance of the implemented proposal will still be required.
Due to the short time available to us (document submitted 24th August – response required by the 4th September) and the lack of any referencing in the ‘Design Changes and Justification’ Statement we are unable to see if any other statements in the DMPA/2023/0700 application supporting documentation need revision to enable us to arrive at a considered assessment of the application to modify condition 2 of the decision notice on application DMPA/2023/0700.
Given the above Repton Parish Council must object to the planning application DMPA/2026/0491 for the above concerns until we are able to comment properly on the proposal. It does not see how the application can be approved when information is not in the public domain.
